The 2014 signifies much for the US and its allies in terms of their ground action at present in Afghanistan. So, far Indian policy priorities are concerned they have not been tagged to 2014. There may be qualitative change in security logistics but threats shall pin down US troops beyond 2014 that is what has to kept in mind before further understanding.
India certainly has contributed in an effective manner so as to reach out Afghan populace, however, India can only proceed if there are furtherance of goal towards stability, mere security does not help India in a significant manner. So, if the Afghan state is not revitalized then it is very likely that India would try to economize on its efforts.
India would certainly be interested in intelligence and security cooperation, but that does not justify India's potential and role.
Also, India's presence has been used by Pakistan to peeve the international community over its own responsibilities towards
Afghanistan. Pakistan can do little in terms of advancing the interests of Afghan state as it itself has poor control over much of these things.
There is also an opinion that India must train the Afghan police and military. Given the recent spate of attacks on foreign trainers and the trust gap suggests that India might be better both aforesaid and in terms of costs too. This is plausible but then it is going to create further animosity between India and Pakistan. Best help can be there must be multi-national training personnel with embedded Indian officers.
And, better if that training takes place in one of the Central Asian countries. So, it can perfectly hedge the Indian presence.
India certainly does [not] wish a pro-Taliban state nor India would wish that Afghanistan slips into anarchy. But, India would like the international community to understand that only reliable way out is to link Afghan economy with India in much stronger terms so the state can generate a part of the revenue which is much necessary for its viability. The international community especially China has to be cajoled to ask Pakistan to play its historically justified role and don't be an obstacle.
India would on the conservative side try to be safe and modest in its presence in Afghanistan, but it would certainly wish to extend its presence if Pakistan plays its just role.
